James A. Reed, 911 Director

Director Reed has served Sumner County
Emergency Communications since January of
1999. Prior to that, he was the owner of Reed
Communications, a private two-way radio sales
and service company.
Reed has over 30 years of public safety experience,
including ten years as a Sumner County Sheriff's Deputy,
a dispatcher for the Kansas Highway Patrol, and a volunteer firefighter/EMT for Mulvane
Emergency Services in Mulvane, Kansas. He was a graduate of KLETC, and holds certification as
a Firefighter I.
Reed serves on two state committees pertaining to communication grants and radio
interoperability, and currently serves as the Chapter President for the Kansas Association of
Public Safety Communications Officials.
John M. Tracy, Asst. 911 Director

Asst. Director Tracy has been with Sumner County Emergency Communications since it began in
1995 and is one of three original employees remaining. He has served as shift supervisor, and
twice as the interim 9-1-1 Director.
Prior to Sumner County Emergency Communications, Tracy spent 18 years with the Wellington
Fire/EMS Department where he served as Asst. Fire Chief/EMT and as an Arson Investigator.
Tracy is certified as a Basic Telecommunicator Instructor, Emergency Medical Dispatch Instructor,
Communications Training Officer Instructor, and Communications Center Supervisor Instructor.
Marcie Bristor, Day Shift Watch Supervisor

Marcie has been with Sumner County Emergency Communications since it began in 1995 and is
one of three original employees remaining. She served as a dispatcher prior to promotion to Watch
Supervisor and is an Emergency Medical Dispatcher and holds certifications as a supervisor and
communications training officer.
Robert Patterson, Swing Shift Watch Supervisor

Robert has been with Sumner County Emergency Communications since 2002. Robert has
previous experience as a Sumner County Sheriffs Deputy and was a graduate of KLETC. He served
as a dispatcher prior to promotion to Watch Supervisor and is an Emergency Medical Dispatcher and
holds certifications as a supervisor and communications training officer. Robert recently completed
the Emergency Medical Dispatch Instructor Course.
Bobby Antonich, Night Shift Watch Supervisor

Bobby has been with Sumner County Emergency Communications since 1995 and is one of the
three original dispatchers remaining on the department. Bobby previously served over ten years
with the Detroit, Michigan Police Department, a graduate of their Basic Training Academy.
He served as a dispatcher prior to promotion to Watch Supervisor and is an Emergency Medical
Dispatcher and holds certifications as a supervisor and communications training officer.
Sandy Ray, TAC Officer (Terminal Agency Controller)

Sandy began her career with Sumner County Emergency Communications in 1998 as a dispatcher,
and since has taken the position of TAC Officer. Sandy is responsible for the KCJIS Record
Management, oversees the NCIC/Kansas Hot File transactions, validates NCIC Records, and
conducts NCIC Recertification Training with department employees.
She also serves as the Public Education Officer for the department.
Sandy is an Emergency Medical Dispatcher and holds a certification as a Communications Center
Supervisor.
